JSC RVC and PJSC UEC-Saturn, a member of the JSCUnited Engine Corporation (UEC), which is part of the State Corporation «Rostec», are launching a permanent start-up accelerator in terms of the first Russian test site of high technologies. The test site for advanced production solutions is being created by PJSC UEC-Saturn in terms of NTI implementation. It is going to be the first Russian-based site for trying out ideas and developments, which in future will allow Russian enterprises to switch to a new concept of production organization – “Factories of the Future”. Search, expertise and training of start-ups will be based on the GenerationS accelerator, the largest tech-up accelerator in Russia and Eastern Europe, conducted by RVC.
The concept of the first Russian test site at the premises of PJSC UEC-Saturn was developed under the “Technet” road map, which is part of the National Technological Initiative. The plan is to bring 20 technologies to industrial use in the next three years.
The first 15 projects to be accelerated were selected in 2016 by PJSC UEC-Saturn jointly with RVC, the Institute of Advanced Production Technologies of St. Petersburg Polytechnic University and CompMechlab. In 2017 some of these projects are to be industrially launched as pilot projects. The corporate management has set the task to create a permanent accelerator to be operated on the test-site jointly with the RVC's GenerationS.
The solutions to be tested will be selected under the TechNet track during GenerationS accelerator. The companies can apply until October 15 by filling out a questionnaire on the accelerator site. Areas of project selection: digital design and modelling, additive technologies, industrial Internet, sensorics, robotics, CNC technologies. Each application will be subject to a multi-stage examination, up to 20 project teams will be selected in the accelerator.
At the round table “Venture capital investment tools in Russian corporations”, which was part of INNOPROM-2017, Dmitry Ivanov, Director for Innovative Development of PJSC UEC-Saturn, spoke about the need to create a testing ground, where young companies can enter the active production. “With the help of a test site, we will try to remove another barrier, so that project teams can get access to production and experience technologies. We plan to dothis in the next 2–3 years in the production system of a new industrial structure, – Dmitry Ivanov noted. – This year, as part of the GenerationS TechNet track according to the results of the accelerated program,the companies , will have the opportunity to refine their technologies during six months until they can be industrially implemented. It is the next step in eliminating barriers so that a startup could enter a large production site,” – emphasized the director for innovative development at PJSC UEC-Saturn.
In the future, PJSC UEC-Saturn plans to consider options for purchasing technological solutions that will be successfully tested and refined at the test site. The enterprise is also working out possible mechanisms for acquiring shares in the solution-producing companies through the profile funds of the State Corporation «Rostec».

JSC RVC is a government fund of funds, the Institute of Development of the Russian Federation. The main objectives of JSC RVC: stimulate creation of Russia's own venture capital industry and execute functions of the Project Office of the National Technology Initiative (NTI). The authorized capital of JSC RVC is more than 30 billion roubles. One hundred per cent of the RVC capital belongs to the Russian Federation represented by the Federal Agency for Management of State Property of the Russian Federation (Federal Property Management Agency). The total number of funds formed by JSC RVC has reached 25; their total size is 35.1 billion rubles. The share of JSC RVC is 22.5 billion rubles.
